New York Vendor Call Minutes
August 2, 2007

Welcome:   The New York vendor call will be held the first Thursday of odd numbered months (January, March, May, July, September, and November). Input is requested from the vendors on how often they wish to have the call. The call begins at 10:00 AM ET.   A representative from BlueCross BlueShield of Western New York will be present on each call.  All vendors are encouraged to sign up for the Vendor notification on the New York Customers section of the e-mail lists. 

  • Vendors wishing to receive an email notification reminding them of the next conference call will need to visit the ASK Website.  Locate New York Customers on the ASK website, from the E-mail List Sign-up select Vendors.    The direct link is http://www.ask-edi.com/listserver/all_hnny_signup.htm.
  • Vendor Call Minutes will be published within 10 business days of the call, to the ASK Website under New York Customers.  Occasionally, questions asked in the Vendor Call will have to be researched.  When possible, answers will be published in the Vendor Call Minutes.

General Announcements:
The next system deployment is scheduled for Sunday August 5, 2007.

Telecommunication Issues:

  • As of July 1, 2007, the Asynchronous connections were discontinued.   The Zmodem, Xmodem and Ymodem protocols are older technology.  If a hardware failure should occur, there is no guarantee repairs could be made.  Letters were sent to all trading partners the week of April 30 regarding this information.

***Input from Vendors Requested***
EDI has received requests from clients that use the ASK web site for electronic transactions, for the ability to download multiple files and file types at the same time.  EDI has reviewed options that include a filter that would allow the user to pick and choose files.  In order to accomplish this, EDI would ZIP files to be downloaded.  Once downloaded the user would need a method to UNZIP the files.

NPI
The remainder of the call was spent addressing NPI related issues.  Jack Kurkowiak and Robert Lane of HealthNow led this portion. 

As of 10/1/07, HealthNow New York Inc. and its affiliates, BlueCross BlueShield of Western New York and BlueShield of Northeastern New York, will accept Provider Identification Numbers on 837 transactions in the following manner:

  • Legacy Only
  • NPI Only
  • Legacy and NPI

If an NPI is billed it is the ONLY number used to process the claim. 

Billing Loop NPI (837I, 837P, & 837D)

  • Claims without a Billing NPI will continue to receive a warning message, “Billing NPI is missing”.
  • If the NPI is present, it must be tied to the Trading Partner on the ASK table or it will reject.
  • If the NPI is present, it must be valid on the HealthNow provider stub file or it will reject.

Rendering Loop NPI (837P & 837D)

  • If the rendering provider loop is present but no rendering NPI is present, then claims will continue to receive a message stating, “Rendering loop present and Rendering NPI is missing”.
  • If the rendering NPI is present, is must be tied to the Trading Partner on the ASK table or it will reject.
  • If the rendering NPI is present, it must be valid on the HealthNow provider stub file or it will reject.

** IMPORTANT **

It is critical that providers do not ignore NPI warning messages on the Claims Confirmation Report.  If a provider needs assistance with the error messages, they should contact Robert Lane at 716-887-8722

Providers should have obtained and forwarded their NPI number to HealthNow New York Inc. If they have not supplied HealthNow New York Inc. with their NPI, please fax a copy of the NPI email from NPPES to the Provider File Department at: 716-887-2056, as soon as possible.  Failure to forward the information will interrupt payments.

NPI Billing Issues

  • Please make sure all provider address information is correct.
  • Please make sure Tax ID's or SSN's are present in the appropriate REF segments, etc.

837 Issues

  • Nothing new to report.

     

835 Issues

  • Any vendor or clearinghouse interested in testing an 835 transaction should contact Tammy Smith at ASK (Tammy.Smith@ask-edi.com  or 785-291-4070) to be setup for testing.   ASK will notify the testing vendors when the test file is available.
