Vendor Meetings

Administrative Services of Kansas, Inc.
Vendor Call Minutes
January 20, 2005

CMS is reporting the National Percentage for migration to the HIPPA formats at 98.70%.

Upcoming events:

  • During the first quarter of 2005 new telecommunications options will be announced.
  • During the second quarter of 2005 secure FTP will be available through the Internet.

General Announcements:

  • Level 4 edits are being reworded to make them more user friendly. There will not be any changes to the edit logic, only the description will change. An update will be posted to the appropriate Web Sites when the project is completed.
  • A project is in place to validate procedure codes and diagnosis codes by Date of Service. This change will apply to all payers except Medicare A and Medicare B.
  • When testing 270/271 and 276/277 transactions the ISA must reflect “P” for production. All Trading Partners should be using production information when submitting a request.

MCS Transition:

  • The Medicare claims processing system is moving from the VMS System to the Multi Carrier System ( MCS) with an expected transition date of June 1, 2005.
  • The payer number for Wyandotte and Johnson Counties will be changing. This will be handled as a turnkey event with a specific drop-dead date. Providers should receive a notice at least 90 days before the change is implemented.
  • Internal testing is underway.
    • The MCS System will be generating a new report to replace the IXE VMS reports. The format of the new report is not yet known, but as soon as the information is available, EDI Services will work to create a dummy report to be used by vendors for system testing.
    • Vendors were asked what kind of information is needed to help with the transition to the new reports and how much lead time they need. One vendor expressed a need for at least a 30-day notice before the reports change.
  • EDI Services has not received any updates regarding possible edit changes that may be caused by the new MCS system.

837 Issues:

  • When submitting information in the loops and segments of an ANSI 4010A1 837P, 837D, or 837I, the qualifier submitted must be valid and the information submitted must match the qualifier and be accurate. ‘None’ and ‘Unknown’ are not usually accurate responses.
  • Medicare Release of Information Indicator (2300 CLM109) for Medicare B will only accept Y, N, or M. Medicare does not have a date to have this corrected, but this issue is with the VMS System and should be eliminated with the move to the MCS system.

EDI Midwest Issues:

  • ASK is working to improve customer service for EDI Midwest customers and is currently making calls to Trading Partners using EDI Midwest.
  • Wisconsin Physician Services (WPS) – TRICARE claims can be transmitted using EDI Midwest. New payer ids were issued.
    • Professional claims use payer id SCWI0 (letter I and numeric zero).
    • Institutional claims use payer id 12C01 (numeric ones and zero).
  • Providers sending claims for WPS will receive two reports. The first report is the usual EDI Midwest Report; the second report will be delivered approximately 2 to 4 days later and is a payer specific report from WPS.
  • A change will be made to the naming format of the EDI Midwest Reports. A sequence number will be added in the new naming format. Vendors were asked if this would have an impact on their clients. There was no response.
    • Current naming format - edimidwest.date.time.rpt
    • New naming format - edimidwest.date.time.sequence number.rpt

835 Issues:

  • BCBSKS has started using additional co-pay codes that they have not used in the past. The codes are part of the list at www.wpc-edi.com.
  • BCBSKS will only provide production or test 835 transactions. They will no longer allow a provider to receive both.
    • Note: The EDI System does not currently allow a provider number to be setup to receive both test and production 835 transactions in the same format. This applies to all payers.
  • It was announced that BCBSKC had requested an update to the 835 Companion Document stating the NASCO 835 transaction would have ‘30’ in the ISA05 for NASCO remits. It has been determined that the ‘30’ would be an incorrect identifier and the 835 document will not be changed.

Announcements:

  • An update to the Kansas version of PC-ACE Pro32 free billing software will be released the first week of February. Notification will be sent out to those Trading Partners using the product. Users should also receive email notification if they are signed up for Email List Notification on the Web Site.

270/271 Issues:

  • Medicare A and B are not currently providing batch 270/271 transactions.
    • An announcement made by CMS was published on 1/11/2005, stating a new approach to the 270/271 transactions will begin in May 2005.
  • BCBSKS and BCBSKC are both in production.
  • There Blue Exchange (ITS) 271 transaction is currently having a problem if multiple requests are sent in the 270 transaction. The 270 transaction is fine, but the courtesy 271 generated by EDI Services states we are sending to a 3 rd party and is not reporting the HL segment correctly even though the 271 received from Blue Exchange is correct. This is currently being worked with no target date listed.

276/277 Issues:

  • Medicare A and B are currently working on an issue with the 276.
  • BCBSKS is ready for production. Two probable issues have been reported, but workarounds are being implemented.
    • BCBSKS reported a problem with batch 276 transactions with more than one request. The problem occurs with the delivery of the 277. A fix to correct the problems is scheduled for 1/30/05.
    • BCBSKS reported a problem if only the service line date at the 2210D and 2210E is submitted with no claim service date at the 2200D and 2200E. This problem does not occur if the service date is submitted in the 2200D and 2200E. A project request is currently being written to correct this problem. More information should be available at the next call.
  • BCBSKC is still waiting for test sites.

Additional:

ASK would like to improve customer relations and would like to know if there is anything ASK can do to assist the vendor is working with their clients. Vendors were also asked if they have any suggestions for educational improvements that could be provided by either ASK or the payers.

Next conference call is scheduled for 2/17/2005.
