CMS is reporting the National Percentage for migration to the HIPPA formats at 99.19%.

General Announcements:

  • On 4/3/2005, new edits were implemented for professional, institutional and dental claims. The HCPCS and CPT4 procedure codes and diagnosis codes are now being edited by date of service. A 60-day warning period began on 4/3/2005. This will be changed to a rejection at the end of the 60 days. Providers and vendors are encouraged to notify ASK of any rejections they feel they are receiving in error.
  • New Level 3 edits were implemented in the EDI System on 4/3/2005. The edits were set as warnings for 90 days and will reject after the 90-day warning period.
  • Vendors were reminded the Revenue Code 0001 is not a valid code according to NUBC. This code should not be used on electronic transactions.
  • ASK is currently working to validate provider numbers and transactions used by providers in the last 6 months. If a transaction is not used for a 6-month period of time, the setup will be deleted.
  • ASK is currently reviewing new edits for NPI. More information on the edits will be provided in future conference calls.

MCS Transition:

  • The Medicare claims processing system is moving from the VMS System to the Multi Carrier System ( MCS) with an expected transition date of June 1, 2005.
    • A special MCS Vendor call will be held on April 28, 2005 at 10:00 A.M. The call can be access at the same phone number (1-877-346-2337) and pass code (2102557).

837 Issues:

  • BCBSKC has completed the change for routing NASCO claims. Trading Partners should now see a new destination code on their Claims Confirmation Report.

EDI Midwest Issues:

  • The naming convention for EDI Midwest Reports changed on 4/3/2005. A sequence number was added to the file name.

835 Issues:

  • ASK is going to begin testing 835 Remits for NPI. Testing will be done with a dummy number.
  • A sporadic problem has been identified with the Medicare B 835 Remits. Occasionally, duplicate remits are delivered to the Trading Partner Mailbox. This is a problem in Medicare and they are researching the issue. If ASK receives notification of the problem with sufficient time to assist the Trading Partners, notification will be listed on the Medicare Website under EDI. Currently, ASK is not getting notification until well after the problem occurs.
  • When moving from test to production for Medicare, there is a possibility of partial or no test or production remits being created. Providers need to be prepared to work from the paper remit.

Telecommunications Changes:

  • Dial-up options for PINQ, FISS, DDE, PPTN, and BCBSKS Abstracts will be eliminated on June 1, 2005. Dial-up users will need to use either Ivans or Vision Share for the connection. Dial-up for file transfer (sending claims) is not affected by this change.
  • The local Wichita server, used with file transfers for X, Y and Z modems, will be removed in late May 2005. Trading Partners using this server for file transfer will need to change the dial-up number from 316-337-0200 to 800-388-9012.
  • Notification of changes will be mailed to both Vendors and Trading Partners.
  • More changes are expected. Additional information on any of these topics or to keep up to date with new changes can be found on both the ASK and Medicare Websites.

Provider Communications:

  • Medicare is currently working on a communication plan for the MCS transition. Vendors and providers are encouraged to sign up for the E-mail List Notification on the Internet. The latest in MCS workshops can be found on the Medicare Website.
  • On 4/13/2005, Medicare notified vendors by mail of the changes to the payer ID number used for Johnson and Wyandotte Counties in Kansas. A statement at the bottom of the letter indicated the ANSI 4010A1 837P would see a change in the ISA06. This statement is incorrect. There is no change in the 4010A1 837P ISA06. (A copy of the letter is attached.)
  • On 4/15/2005, Medicare mailed a letter to providers in Johnson and Wyandotte Counties in Kansas, notifying them of the change to the payer ID for their area. Provider numbers are not affected by this change. (A copy of the letter is attached.)
  • ASK is looking at the possibility of moving the Just ASK Newsletter to an Internet only newsletter. Vendors and Trading Partners are encouraged to sign up for the newsletter on the ASK Website.

270/271 Issues:

  • BCBSKS is in production and is currently testing Real Time transactions over the Internet.

276/277 Issues:

  • Medicare A and B are currently working with beta test sites.
  • BCBSKS is ready for production and is currently working the following problem:
    • BCBSKS reported a problem if the service line date at the 2210D and 2210E is submitted with no claim service date at the 2200D and 2200E. This problem does not occur if the service date is submitted in the 2200D and 2200E.
  • Some issues occurred during beta testing for BCBSKC. Vendors will be notified when these are corrected.

A Special MCS Conference call is scheduled for 04/28/2005.

NOTICE OF NEW MEDICARE BILLING REQUIREMENT

FOR MEDICARE PROVIDERS IN
JOHNSON & WYANDOTTE COUNTY, KANSAS

As previously communicated in our December 2004 newsletter, Medicare Part B is converting to a new Medicare claims processing system called the Multi-Carrier System (MCS) effective June 1, 2005. As part of the conversion, we are implementing a CMS directive to track and report claims workload by state. This change impacts all electronically filed claims for services provided by Medicare providers physically located in Johnson and/or Wyandotte County, Kansas.

Billing Requirement Changes :

  • When submitting electronic claims for services rendered in Johnson and/or Wyandotte County, Kansas, the Payer ID Number* in the transmission must be changed from 00740 to 00650.
  • We have contacted the providers/suppliers in the counties of Johnson and/or Wyandotte and recommended they contact you to ensure you are aware of this requirement and to confirm that they are affected by this Payer ID Number change.
  • The required date and time for changing the Payer ID Number submitted on 837P 4010A1 claims is COB May 24, 2005 f or all electronic claims transmissions for services rendered in Johnson and/or Wyandotte County, Kansas.
  • The last day the current VMS system will issue the 835 4010A1 ERA with Payer ID Number 00740 (for Johnson and/or Wyandotte County, Kansas) is May 27, 2005.

(ERA’s will be dated and available May 28.)

    • NOTE : It is critically important that you do not make this change to your system for claims submissions prior to the effective date and time noted above.
  • Failure to change your Payer ID Number at the above, indicated date/ time will result in claims being coded as unprocessable, and you will be required to re-file them with the correct Payer ID Number.
  • Please be aware that this change impacts your electronic remits.
    • All electronic remittance advice payment notices dated May 28, 2005 and earlier will be reported under Payer ID Number 00740.
    • All electronic remittance advice payment notices dated May 29, 2005 and later (for services performed in Johnson and/or Wyandotte County, Kansas) will be reported under Payer ID Number 00650.
