General Information:
- ANSI 5010:
- Timelines will soon be updated on the ASK and BCBSKS web site. BCBSKS has announced tentative updates to the timeline for batch transaction. These are subject to change. BCBSKS will be ready for test 5010 10/01/2010 and production 02/12/2011.
- The Just ASK Newsletterwas published on April 12, 2010. An email notifier was sent on April 14, 2010 announcing the publication.
- Noticeable Changes in 5010:
- Secondary Identification Numbers, such as legacy numbers assigned by the payer, are not allowed in conjunction with an NPI. EDI Front End edits will be in place to reject secondary identification numbers. As a reminder, Tax ID numbers are still required on all claims in the appropriate field.
- The billing provider loop will be used as the service facility and the service facility should only be included if it is different from the billing provider. Because of this, the following changes have been made in HIPAA 5010.
- Billing Provider and Service Facility will now require the zip + 4.
- On the CMS March 24, 2010 National Provider Education call a review of the Billing Provider Address and the new requirement of no P.O. Box will be allowed prompted a large volume of questions. It is important we educate our clients this does not apply the "pay-to" address. It is important providers use the same address information for all payers.
- The 277 Claims Acknowledgement (277CA) report was reviewed. While this is not a required report, the 277CA will be the only report Medicare returns. ASK will give each Trading Partner the option of which report to receive. Either the 277CA or the proprietary Claims Confirmation Report.
- ASK Changes with 5010:
- The ASK website used for file transfer will have an update to the screen. The transmitting Trading Partner will need to select the format of the transaction, 4010A1 or 5010. Secure FTP users will need to send to a different address for 5010. Trading Partners will have different user name and password for each version.
- Re-Enrollment will not be necessary. Plans are being developed on notifying Trading Partners of new user name and password for 5010.
- ASK will require files submitted to be split by payer, at the GS-GE. A separate GS-GE for BCBSKC, BCBSKS, PHP, and EDI Midwest must be sent with 5010. All EDI Midwest payers can be in the same GS-GE.
- Payer identification will be needed in the GS03 (Application Receiver's Code). They are:
- BCBSKS
- BCBSKC
- PHP
- EDIM
- HNNY
- Remit file names will no longer designate either test or production.
- With feedback provided from vendors last year, the Claims confirmation Report has been redesigned. It will be implemented with 5010. A system generated example of the redesign report will be posted on the web and in the public mailbox, as soon as it is available. The new format will continue to be provided in a text format and the error codes listed in the report will be the same as those used on 277CA.
- Concerns with 5010:
- Contingencies are NOT expected from CMS. ICD-10 is dependent on the implementation of 5010.
- Feedback received from the provider community indicates they are delaying education for 5010 and believe their software vendors will 'take care of it'. Please help us encourage our clients to attend the EDI Workshops this year. Registration for these workshops is found under the events section of the ASK and BCBSKS web sites.
- If providers have changes to NPI's they need to notify all payers they do business with and ASK. .
- Providers will need to obtain software to create a readable version of the 277CA.
- ASK has contacted all vendors via email requesting information regarding their deployment plans, reports, and updates to contact information. Emails are being returned for bad address emphasizing the need to update contact information. If you had not received an email from us please contact via email or at 1-800-472-6481 option number 3 to update your contact information. ASK will use this information to provide information to vendors and it is vital to have the information current. Please remember to respond to the emails when you receive them.
System Updates
- The next routine EDI system deployment is scheduled for June 20, 2010.
- A question was presented concerning an open issue with EDI edit B388. This issue is not impacting all clients.
Q. Will the fix for this issue have to wait until the June 20, 2010 deployment?
A. EDI does not have a tentative date as to when the fix will be implemented. If updates need to be implemented prior to June 20, 2010 it will be.
- Issue: BCBSKS secondary to an ITS/Commercial claim being filed prior to 15 days after adjudication date submitted at the 2430 DTP are being rejected due to a problem with EDI system.
- If claim is submitted with information at the 2430 DTP and is 15 days after adjudication, claim does not reject.
- If information is submitted at the 2330 DTP the claim does not reject.
- BCBSKS Secondary to BCBSKS does not need to be filed electronically. When BCBSKS receives this type of claim both are processed at the same time. If both are first pass pay they will be on the same remittance. If a provider is having problems with a BCBSKS Secondary to BCBSKS the provider should contact customer service 1-800-432-3990 or 785-291-4180 to determine why a problem is occurring.
Telecommunication Update
- Dial up FTP will be eliminated with HIPAA 5010 implementation.
